Mayra is a seasoned strategist with 20+ years of experience in executive operations, stakeholder engagement, and cross-functional execution. At the US Department of Commerce, she manages $75M in national grant portfolios, translating leadership priorities into actionable plans. She has advised nonprofits on culturally competent public health campaigns, including fentanyl education and mental wellness for Spanish-speaking communities. Rosa Castillo Krewson, Ph.D.
Research & Policy Advisor
As a Public Affairs and American Politics professor, Rosa brings deep expertise in legislative research, public administration, and equity-focused program evaluation. She recently served as an APSA Congressional Fellow on the House Committee of Veterans Affairs and has worked with state and local governments. She led research projects for Virginia agencies, including the Department of Emergency Management and the Department of Education; surveyed Northern Virginia residents about transportation issues; and secured federal grants for leadership development and racial equity initiatives. Fluent in Spanish and proficient in Italian, Rosa strengthens US Health Collab’s capacity to translate policy into practice with academic rigor and cultural nuance

Armando Téllez is a senior transformation executive with over 20 years of experience leading enterprise-wide modernization, financial strategy, and digital innovation across federal agencies, Fortune 500 companies, and public infrastructure systems. As VP of Operations & Strategy at US Health Collab, he ensures that every engagement is data-driven, operationally sound, and strategically aligned. He has led some of the nation’s most complex modernization efforts, including a $226M Oracle Cloud transformation at WMATA, and advanced AI-integrated credit risk modeling at Freddie Mac and Fannie Mae. A certified PMP, SAFe Scrum Master, and cybersecurity professional, Armando brings a rare blend of technical fluency, financial acumen, and strategic foresight to every project.
